Overview

About this Funding

The Certificate 3 Guarantee provides eligible individuals with access to a subsidised training place in an Australian Qualifications Framework (AQF) certificate III level qualification with a pre-approved registered training organisation (RTO) of their choice — otherwise known as a pre-qualified supplier (PQS).

The government’s aim is to assist working-age Queenslanders without a post-school certificate III or higher-level qualification to complete a nationally recognised certificate III qualification that leads to:

  • a job outcome for individuals trying to enter the labour market or their desired industry/career; or
  • advancement in the workplace or career progression for individuals already employed in their preferred industry.

Under the Certificate 3 Guarantee, foundation skills training (i.e. language, literacy and numeracy (LLN) training) and lower-level vocational qualifications are also subsidised in certain limited circumstances, based on an individual’s learning, skilling or support needs, to achieve employment outcomes for students.

Asset College has been approved to deliver the following qualifications under the Certificate 3 Guarantee program:

Further Information for AVI20118 Certificate II in Transport Security Protection

Students may enrol directly into this qualification. Funding is primarily for the International Airport Screening Officer occupations. Students can choose to enrol in other occupations – Air Cargo Examination Officer (9 units in total), Maritime Screening Officer (13 units in total) or Domestic Airport Screening Officer (15 units in total) with subsidies subject to the total units required to complete these specified occupations.

Students may already hold a Certificate III or higher level qualification not funded through the Certificate 3 Guarantee or Higher Level Skills programs. Students must meet the entry requirements listed on training.gov.au and additional requirements (including any associated costs/licences) with becoming a recognised screener.

Eligibility Criteria

To be eligible for the Certificate 3 Guarantee, you must:

  • be aged 15 years or older;
  • be no longer at school (with the exception of school students in Year 10, 11 and 12 undertaking a VET in School (VETiS) program;
  • permanently reside in QLD;
  • be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen; and
  • not hold, and not be enrolled in, a Certificate III or higher-level qualification, not including qualifications completed at school and foundation skills training. (This does not apply to AVI20118 Certificate II in Transport Security Protection).
  • For CPP20218 Certificate II in Security Operations: You must not have been convicted of a disqualifying offence in the past 10 years, where a conviction was recorded. For more information on what constitutes a disqualifying offence, please visit the Queensland Government website.

Application Process

  1. Review the course information and Contact Us if you require any clarification regarding the course content, inclusions, outcomes, policies and procedures, entry requirements, attendance requirements or pathways.
  2. Read the Certificate 3 Guarantee Application Instructions
  3. Submit your application online here or in person at one of Asset College’s QLD offices.
  4. Undertake the Online Language, Literacy and Numeracy Assessment.
  5. Pay your co-contribution fee.
  6. Your application will be assessed by Asset College’s Compliance Team and you will receive a written response usually within 3 – 5 days.
  7. Sign your training plan.
  8. Commence your course.

Student Contribution Fees

The Queensland Government subsidises the cost of undertaking an approved qualification however all participants will be required to contribute a co-contribution fee.

The co-contribution fee can be paid by your employer or another third party on your behalf but will under no circumstance be waived by Asset College and must be paid prior to enrolment into a funded training course.

Determining Concessional Status

Concessional student status applies when:

(a) the student holds a Health Care or Pensioner Concession Card issued under Commonwealth law, or is the partner or a dependent of a person who holds a Health Care or Pensioner Concession Card and is named on the card;

(b) the student provides Asset College with an official form under Commonwealth law confirming that the student, their partner or the person of whom the student is a dependant is entitled to concessions under a Health Care or Pensioner Concession
Card;

(c) the student identifies as an Aboriginal or Torres Strait Islander;

(d) the student is a school student and is enrolled in a VETiS program (may include young people in detention);

(e) the student has a disability; or

(f) the student is an adult prisoner.

Asset College will require evidence of your concessional status on enrolment. This may be through a copy of relevant concessional cards or through information provided by you (the student) on the enrolment form.

Terms and Conditions

Applications are subject to approval by Asset College’s Head Office. Submitting a completed application does not guarantee approval of funding. Training cannot commence until you have received written confirmation of your application being approved.

  1. Availability of funding is subject to change without notice at the discretion of the Queensland Government.
  2. Applicants are only eligible to receive funding for one (1) Certificate III Qualification.
  3. Participants must provide additional information / feedback to Asset College within three months of completing their qualification.
  4. Student co-contribution fees must be paid to Asset College prior to applications being considered. These fees will be refunded for unsuccessful applications or credited in full towards another course with Asset College.
  5. Student co-contribution fees may vary depending on the course location and delivery method.
  6. Applicants who are registered Job Seekers should consult their Job Active Provider prior to submitting an application. Your Job Active Provider may be able to provide additional support services and/or pay the student co-contribution fees for eligible applicants.
  7. Additional terms and conditions will be outlined on the application forms and are subject to change.
  8. Participants are required to submit and pay for their own industry licence applications (where applicable), these costs are not included in the student contribution fee or funding subsidy.
  9. Students can only access the Certificate 3 Guarantee through approved training providers (Pre-qualified Suppliers)
  10. The amount of Subsidy provided will depend on the demand for skilled workers in the area of study.
