Crowd Control Skill Set

If you have no previous experience in security, in order to have crowd control added to your licence you must complete CPP20218 Certificate II in Security Operations in full.

If you are a current licence holder without the crowd control component, you will be required to complete the CPP20218 Certificate II in Security Operations in full to have this component added to your licence.

Units of Competency

Elective units

  • CPPSEC2012A – Monitor and control individual and crowd behaviour
  • CPPSEC3101 – Manage conflict and security risks using negotiation
  • CPPSEC3103 – Determine and implement response to security risk situation
  • CPPSEC3102 – Maintain operational safety and security of work environment
  • CPPSEC3121 – Control persons using empty hand techniques


Applications made for Security Providers Licences are handled by Fair Trading Queensland. This qualification covers all necessary content to allow participants to apply for an addition to their Class 1 Security Providers Licence for the endorsement “Crowd Controller”. This will incur a fee for an additional licence function.
