(Use-of-Force Instructor)
The 11346NAT Diploma of Operational Safety (Critical Threat Management) prepares professionals to lead responses to complex, high-risk incidents and develop proactive strategies to prevent threats to people, assets, and communities.
This program is designed for security, corrections, law enforcement, and protective services personnel who operate in environments where the risk of active threats, civil unrest, or large-scale emergencies is significant. Learners will develop advanced skills in crime prevention through environmental design, threat assessment, crisis simulation, and tactical disengagement. The qualification also integrates critical knowledge of occupational violence prevention, crisis communication, and emergency casualty care.
Graduates will be equipped to manage unpredictable threat environments, coordinate effective response teams, and provide leadership in critical safety operations. The Critical Threat Management specialisation offers a pathway for experienced practitioners to transition into advanced operational roles where decision-making under pressure is vital.

Entry Requirements
Mandatory
- Be at least 18 years of age
- Meet the fit and proper person requirements for possession and use of restricted items/prohibited weapons in your state or territory
- Hold HLTAID011 Provide First Aid (or equivalent) issued within the last three years
- Demonstrate operational experience through a security qualification, current security licence, or relevant employment in an operational role
Recommended
- Minimum of 3 years’ experience managing security risks, responding to critical incidents, or working in high-threat environments
- Supervisory or team leader experience in security, emergency response, or protective services
Units of Competency
This course requires completion of 12 units: 6 core units and 6 electives.
Learners completing the Critical Threat Management specialisation must undertake all electives from Group B.

- NAT11346002 Conduct behavioural observation and suspicious activity recognition
- NAT11346003 Implement crisis communication strategies
- NAT11346004 Implement and review operational security procedures
- NAT11346005 Provide tactical emergency casualty care
- NAT11346006 Maintain health and wellbeing in high stress environments
Elective Units – Group B (Critical Threat Management)
- NAT11346013 Manage crime prevention through environmental design
- NAT11346014 Plan and conduct threat response simulations
- NAT11346015 Lead tactical disengagement from high threat situations
- CPPSEC4007 Identify security threats and assess impact on client operations
- CPPSEC5008 Analyse threat environment and devise strategies to respond to active threats
- CSCSAS033 Provide emergency response to dangerous incidents
Delivery Options
This qualification is delivered through blended learning over 12 months. Training includes:
- Online study, supported by a series of intensive workshops (1–3 days per unit)
- Workplace-based training requirements (where no workplace is available, these can be completed at an Asset College campus)
